Tonya Horton joined the Raleigh office of Troutman Sanders Strategies as a Research Analyst in 2014. Tonya provides in-depth policy analysis and critical research. Tonya understands the governmental and public affairs issues facing industry, with a particular focus on insurance, technology, and financial services.
Prior to joining Troutman Sanders Strategies, Tonya served as legislative assistant for Representative Edward Hanes, Jr. in the North Carolina House of Representatives. In that position, she researched, developed, and monitored legislative initiatives for Rep. Hanes. She also served as a liaison for the Representative with the media and constituents. Through that role, Tonya gained vital knowledge of the inside workings of the legislative process.
Tonya received her B.A. in Political Science from Howard University and her J.D. from the University of North Carolina. While in school, she held various leadership positions and was active in public affairs. Following law school, Tonya practiced law in Washington D.C. and New York before returning to her home state.
