Clark Lewis

Clark Lewis is a Principal of Troutman Sanders Strategies and a partner of Troutman Sanders LLP.  His practice focuses on state and local government relations, economic development incentives, state incentives, privatization, legislative matters, and public-private partnerships. Clark has spearheaded many procurement-related projects, appropriations-related issues, statewide economic development projects, and business-related initiatives.  These projects include procurement reform, mega-site development, transportation initiatives, agribusiness development, and the restoration of monies for local governments. Clark also routinely works with companies, business groups, and associations on legislative and governmental issues related to all aspects of project development and finance.  Clark also has extensive experience as an attorney in the areas of commercial and products liability litigation.


His extensive representative experience includes work on the following matters in 2016:


Procurement Reform

TSS represented over ten national construction firms in Virginia regarding proposed changes to the Commonwealth’s procurement methods.  In this representation, TSS followed and reported on a legislatively-created Work Group concerning procurement reform.  TSS monitored and actively participated in, as appropriate, the work group’s examination of Virginia’s procurement laws and facilitated supporting testimony and other informational materials.  Following the completion of the work group, TSS continued to represent the national construction firms before the 2016 Virginia General Assembly.


Nutrient Credit Exchange Legislation

TSS represented an international paper manufacturer that sought to expand Virginia’s nutrient credit exchange program.  In the representation, TSS worked with senior legislative leaders of both parties and the Governor’s office to create a Work Group through a Governor’s Executive Order and corresponding budget language, with appropriation.


Economic Development Grants, Incentives and Tax Credits

TSS had the privilege to work with a national non-profit group concerning appropriate legislation to assess and evaluate the Commonwealth of Virginia’s entire economic development grants and tax credit programs.  TSS assisted in drafting budget amendment language that created a study committee to develop a plan of action for the economic development grant/tax credit review process.


Virginia’s Film Industry

TSS has worked with a national cable television company to increase and support Virginia’s film tax incentive and grant program.  TSS worked with representatives of the Virginia Film Office, and related trade groups, to nearly double Virginia’s film grant and tax credit programs.


Science Museum of Virginia Foundation

TSS continues to represent the Science Museum of Virginia Foundation for funding for needed construction/infrastructure projects at the museum.  The Science Museum recently opened its newest gallery (the “Speed” Exhibit) which includes the placement of an SR-71 Spy Plane in the Main Forum of the Museum.   In addition, the Museum will soon complete construction of its new Exhibit Hall and Event Center.  These projects, along with a new Parking Deck (appropriated by the 2016 General Assembly) and Dome/Imax facility, are an integral part of the Museums’ major expansion of the facility.
