Bill serves as a Principal of Troutman Sanders Strategies.  He focuses on providing key legislative and political advice and advocacy to individuals, corporations and associations.  He also provides business development assistance in the government and institutional sales marketplaces.  Bill works with clients across the country, advising them on key political, legislative, and public affairs matters. 

Elected by his peers, Bill served 2002-2004 as president of the N.C. Professional Lobbyist Association and remains on its Board and Executive Committee. When legislators and lobbyists are surveyed by the N.C. Center for Public Policy Research, Bill is routinely named one of "The 50 Most Influential Lobbyists.”  Additionally, he served by appointment on The Advisory Council on Legislative Lobbying Policy and Regulation formed by the North Carolina Secretary of State in 2004. 

Prior to joining TSS, Bill provided legislative counsel in private practice, after first serving as the director of governmental affairs for the North Carolina Bar Association.   He is also partner in the Troutman Sanders LLP law firm.  Bill serves the community through leadership in numerous organizations, including the Board of Directors for the North Carolina Chamber.

Bill received his B.A. cum laude from Wake Forest University in English with a Mathematics minor, and his J.D. from the University of North Carolina at Chapel Hill.
