Freshman is a strategic government relations consultant, business leader, and legislative and regulatory advocate on environmental, natural resource and trade-related issues for a variety of private businesses and public agency clients. His clients include the beverage industry, a major manufacturing concern, special purpose utilities involved in pollution control and water supply and other Fortune 500 companies.
Over the last 30 years, Freshman has been deeply engaged in major environmental issues, including the original Clean Water Act, Clean Air Act, Endangered Species Act, wetlands protections program and other federal legislative proposals and regulations. In this capacity, he has been involved in every appropriations issue that affects water and infrastructure, resulting in his work concerning water supply, dams, flood control and navigation. Freshman successfully assisted clients in achieving over a quarter of a billion dollars worth of funding for ground flood control protections, regulatory relief from the provisions of the Clean Water Act and water supply initiatives funding for water recycling projects.
Freshman has a well-developed trade practice involving international trade issues including issues with China involving tariffs and product safety. He also has experience in following tax issues on Capitol Hill including supplemental children’s health insurance program, alternative minimum tax, energy tax credits and others.
Freshman’s three decades of public policymaking and political experience distinguish him as a leader capable of providing strategic advice and navigating Washington's difficult terrains to find successful solutions. He maintains relationships with key legislators and their staffs, communicating with them regularly on issues important to achieving his clients’ objectives.
